Welcom to REACH Upstate...Resource Education Agency for Community Health! REACH Upstate (Formerly Family Care Council of Spartanburg) is a local non-profit agency. Our organization was started by the Junior League of Spartanburg in 1984. It began with programs that focused on parenting and health related issues with teen parents. Today the programs that we provide serve to prevent child abuse, adolescent pregnancy, and substance abuse.

We most recently added an extensive Resource Library and a Substance Abuse Prevention Program when we absorbed the Health Resource Center in July of 2007.
